The reporter learned from the sales department of a certain brand of elevator in Shijiazhuang that the cost of designing, transporting, and installing a mid to high end elevator in a high-rise residential building is approximately 500000 yuan. The general service life of elevators is between 15-18 years. If a house with a service life of 70 years needs to replace the elevator at least three times, it will cost around 1.5 million yuan according to current standards. At present, high-rise residential units are generally divided by units. Taking a 20 story residential building with 6 households per floor as an example, each unit requires at least two elevators to serve 120 homeowners. These 120 homeowners will have to share a total of 9 million yuan in elevator replacement fees at least three times within 70 years of using the residence, which means each household will have to pay at least 75000 yuan in elevator replacement fees. Who will be responsible for paying for the elevator replacement fees? Moreover, this does not include the annual maintenance cost of approximately 10000 yuan for an elevator. In addition, what will happen if there are problems with the elevator before it is scrapped. The quality of the built-in connectors in elevators is more directly related to the use of elevators. According to incomplete statistics from relevant departments, there are about 40 high-rise residential buildings with 18 or more floors and approximately 60 small high-rise buildings (7 or more floors) in Shijiazhuang City, and most of them have been developed in recent years without encountering the problem of elevator replacement costs or relevant policies and regulations. Due to the fact that property owners generally do not consider the replacement of elevators when purchasing a house, the cost of elevators will become a major issue after more than a decade. Some property owners are definitely unwilling to pay for this, especially those below the fifth floor. They can choose not to use elevators, but elevators are a common public facility in the building. According to the current interpretation, the cost of elevator maintenance and replacement must be shared, and conflicts and disputes will inevitably arise in the future.
